Operational Headquarters, Battle Creek, Michigan For many years the buildings housed the famous Battle Creek Sanitarium, and later the Percy Jones Army Hospital. In 1954 the main portion was taken over by the Federal Civil Defense Administration in a move away from Washington, D.C. a critical target area. When FCDA and the Office of Defense Mobilization were merged in 1958, the buildings became Operational Headquarters for the new agency - the Office of Civil and Defense Mobilization.
