Card advertising a festival sponsored by the Tempest Engine Company No. 2 in 1861. The original Tempest No. 2, hand engine company was organized August 2, 1856. It was disbanded during the Civil War. Until the city's formal Fire Department was organized in 1891, fires were fought locally by volunteer fire companies which not only fought fires but participated in state-wide competitions of firefighting skills.
