dc.description | Beachgoers enjoy the sun and water at Willard Park, later known as Willard Beach, in a photo likely taken in the early to mid-1940s. The park, a bequest from the estate of Charles Willard, attracted enough use that in July 1946, the city offered a shuttle service to the park.
