dc.description Beachgoers enjoy the sun and water at Willard Park, later known as Willard Beach, in a photo likely taken in the early to mid-1940s. The park, a bequest from the estate of Charles Willard, attracted enough use that in July 1946, the city offered a shuttle service to the park. The July 21 edition of the Enquirer and News report that 415 riders took advantage of the service on its first day. en_US
